There is a stereotype narrative surrounding Muslim women in India. However, the millions of Indian women who identify themselves as Muslim reach across a spectra of ethnicities and languages, states and union territories, do not look the same or sound the same, and contribute towards nation building in a wide variety of ways. This Rising Beyond The Ceiling initiative, born out of the need to change the stereotypical narrative, is a celebration of Indian Muslim women. The focus of this initiative is to shine a spotlight on Indian Muslim women, their leadership and contributions in Independent India, as well as study their demographics and socioeconomic trends. While this cohort comprises of over hundred million women, there is limited information and data on their contributions to India's fabric, socioeconomic growth and development.

Reshma parents were central government employees, and she grew up in a small government quarters house in Anna Nagar, Chennai. Though Reshma doesn’t come from a shipping background, she knew that she wanted a career that was challenging and out of the ordinary. A newspaper announcement about a shipping company offering a tailor-made dual competency programme changed the course of her life. After beating 4000 people in a national level talent hunt, Reshma managed to make it to the top lot who were selected to be placed on the ships. Five years of training at AMET University, Kanathur, amid 5,000 male students prepared Reshma for what she would encounter in a male-dominated industry. “There were only five female students at the university. It taught us how to tackle life’s pressures, face challenges and most importantly to not be intimidated by men,” she shares. Ms. Nilofer Naha holds a B.E in Marine Technology from Birla Institute of Technology, Ranchi. She received Nari Shakti Puraskar Award from the President of India in 2019.

In an exclusive interview, Smt. Qudsia Gandhi IAS shares with Marie Banu her thoughts about Women—yesterday, today, and tomorrow.
About your association with REEDA NGO?
When I served as the District Collector of Sivaganga District in 1990, I found many villages bereft of able bodied people. Owing to drought they used to migrate to places like Thanjavur, Chennai, etc., in search of jobs. I wanted to do something for them. I learnt about REEDA, an NGO that provided vocational training for underprivileged children and health interventions to women and children.
I brought Reeda to Chennai in 1991, and we worked together in providing the migrant educated youth who were above the age of 18 years of age with training in computers, and gem cutting and polishing. Most of the migrant boys in Chennai worked in kothavalchavadi vegetable market, while the girls were employed in brick kilns and as domestic servants.
It was in the early 90s and the computer era was just starting. I requested Government of India for support in training 100 youth, belonging to SC and ST category. Computer training, of course, caught on, but, as gem cutting required precision work, it was not quite successful in Chennai. With the permission of the Government, we shifted this programme to Trichy, being the hub for cubic zirconia (American diamond).
Students attended the training in the mornings, and work in the evenings. All of our trainees have sought placement, and some work in the Intellectual Property Department in Chennai, Income Tax Department, Excise and Custom Department, Jawaharlal Nehru University, and many such State and Central Government Departments. Some of them have sought jobs abroad too. Yet, some became self- employed.
Besides this, we also offered sessions on leadership qualities, career guidance, and right to information. We coordinate self-help groups in Chennai and Sivaganga Districts and conduct medical camps and awareness camps on alternate months. We also provide HIV/AIDs interventions to MSM/FSWs and transgenders in Perambalur, Sivaganga and Ramanathapuram Districts.
Being a senior bureaucrat officer in our country today, how do you find time for social work?
Not finding time is a myth; finding time is reality! Even while working in the Health and Planning and Development departments, where I was in charge of the budget, I used to be in office until 2 in the morning. I used to go home to feed my children and return for work.
What does one do in their spare time? Watch movies or television serials? I don’t do that; instead I choose social work. I do not have time for high-profile parties, but always find time for my family.
Women—yesterday, today, and tomorrow. Your thoughts? What is the balance you can bring in while talking in terms of empowerment/ tolerance/equity/equality?
As far as India is concerned, I think women are better off here, in education at least. We went for a one-year course in Manchester in 1989, and in the whole University found only one woman Lecturer who had completed her PhD. But, during the same time, we would have had at least 20 to 30 students pursuing their doctorate in a single college at Erode district.
By and large, I feel that the women are empowered. At least, in the households, women have a say and are able to decide on their children’s education. But, there are cases where women are kept totally in the dark about what is happening in their man’s life. I have known of several men who have died and not letting their wife know where he has kept the money, whether he had any money at all, or to whom he had given his money to.
We cannot generalize the issue of women empowerment in our county, as the situation is different in the North when compared to the South. Both are diverse in values and attitudes. I feel the southern part to be much better. Love has become now skin deep and this is because we have a wrong concept of empowerment, freedom, and rights.
About equity and equality—boys are still given more importance in the family. We are equally to be blamed for making a male dominant society. We should give equal responsibilities to both our sons and daughters. We should teach our children tolerance and good values. Some are not successful in marriage due to lack of tolerance. Men and women should have understanding between them. Ego does not work in relationships—whether family or friends; marital or non-marital.
Can you tell us about your childhood and education? What motivated you to pursue IAS?
In the early days, I studied in different schools, as I followed my siblings. When my mother took ill, I was admitted at St. William Anglo Indian High School at Royapettah in Chennai. My mother passed away when I was five-years-old, and after that my father re-married. As my stepmother was teaching at Government Hobart’s High school, I was asked to study here. Being Urdu medium school, I found it difficult to comprehend. But, my father took extra care in teaching me and by the time I reached the fifth standard, Urdu became my passion.
I studied Geography at Presidency College and won the gold medal. I went to Aligarh University to pursue medicine, but had to discontinue due to communal riots. I studied psychology at SIET College and did my Masters in Psychology at Presidency College and obtained the University second rank. While teaching psychology for the post-graduate students at SIET, I wanted to pursue research. My brother advised me to appear for the IAS examination, as Mrs. Yasmin Ahmed, who used to teach me English, became an IAS officer.
My subjects were psychology and sociology. As I was teaching these subjects for the post graduate students, I did not have to learn much. I had to only prepare for General Knowledge, but as I used to read the Illustrated Weekly magazine regularly I was confident of writing this paper too. I availed just 15 days leave and cleared the IAS examination in the first attempt. I ranked 60th all India!
Frankly, I did not study hard to clear the IAS examination. I always tell people not to take me as a role model to prepare for the examination.
Which of your portfolios in the government has been memorable?
Collectorship is always memorable, because you are the authority there and the government has vested a lot of powers. It is the time when one can personally help somebody. While serving as the District Collector of Sivagangai from 1990 to 1992, I ensured that I was accessible. I used to visit all the villages and even the children knew my name. The villagers had my phone numbers and gave me information on rice smuggling, and illicit liquor. I did receive death threats too, but that did not deter me. I had good support and cooperation from the police. Madam Jayalalitha, who was the Chief Minister also then, appreciated my work and asked for a standing ovation at the time of the Collector’s conference for having eradicated illicit liquor at Sivagangai district.
During this period, I pioneered the literacy mission—Arivoli Iyakkam—across the country. Sivagangai district was the first to achieve 100 percent literacy amongst people belonging to 15 to 45 years of age.

Salma, a celebrated Tamil poet and novelist, believes that it was her literary talent that caught her the biggest break in her life. During the course of her term as the head of the Tuvarankurinchi town panchayat in Tiruchirapalli district of Tamil Nadu in 2004 she caught the eye of K Kanimozhi, fellow poet and DMK member of parliament.
Salma joined the DMK and two years later, party supremo Karunanidhi offered her an assembly ticket from Marungapuri constituency in Tiruchirapalli district in 2006. Karunanidhi is a writer himself and had read her recently published novel on the inner lives of Muslim women, Irandaam Jaamangalin Kadai (The Hour Past Midnight).Salma had contested the assembly election but lost by 1,000 votes. “I would have won if the structures within the party that were supposed to build my campaign were supportive,” she said. “Instead, they actively worked against me. The sad truth is men don’t want women to share what they think is exclusively theirs.”Born into a conservative Muslim family in Tuvarankurinchi as Rajathi Rokiah, Salma’s political career should have been an inspiration for young women dealing with oppressive traditions. As was the custom in her village, Salma had been taken out of school the moment she turned 13.
She was confined to a room along with her sister. They took turns to peer at the world outside through the one small window in the room. “After puberty, you lose the outside world. One by one, all my friends got locked up. That’s how it is for Muslim girls in my village,” she said.
Since there was no paper to write, Salma took to writing about her isolation and loneliness on the newspaper-wraps in which household groceries came. At 21, she was arm-twisted into a marriage to Malik, a political aspirant attached to the DMK. In Salma, a Channel 4 documentary on her life, she talked of abuse: “He once threatened to pour acid over me. I was so scared that I used to put my little baby’s face on mine while sleeping so I could be safe.”t was poetry that saved Salma. “I would stand in the wet bathroom and write. I had to hide paper and pen among my sanitary napkins because my husband destroyed many of my poems,” she said in the documentary.
In 2000, her mother sent some of her poems to a publisher in Chennai, and these became a collection called Oru Maalaiyum, Innoru Maalaiyum (One Evening, Another Evening) and were written under the pseudonym Salma.
Salma continued to work in anonymity till politics entered her life.
In 2002, Tuvarankurinchi was declared a seat reserved for women and Malik asked Salma to contest elections for the post of the town panchayat chairperson. “I was surprised. He had never allowed me to step out of the house. But it was an opportunity to work for women’s issues,” she said.
The 73rd Amendment to the Indian Constitution, that mandated a minimum 33% reservation of seats for women, scheduled castes and tribes in local governance, turned out to be her ticket to freedom.
Salma was popular among the women of her constituency. She travelled the world to share her experiences as a woman leader in local governance. Soon after came the first big break in politics and the subsequent events that left her disappointed.

Nigar was raised in Sengottai, in the Tenkasi district of Tamil Nadu. She was born to Sheikh Meeran, a farmer, and Saitoon Biwi, a homemaker. From the very beginning Nigar was curious and always wanted to learn new things which later helped her as a space scientist at the ISRO. She had her preliminary education at the SRM Girls School in Sengottai and later pursued her engineering degree in electronics and communications at Madurai Kamaraj University. She furthered her education with a Master's in Electronics and Communications from Birla Institute of Technology, Ranchi.
Nigar began her career in the ISRO in 1987 when she joined the Satish Dhawan Space Center (SHAAR). She later worked in different roles at the U.R. Rao Satellite Centre in Bengaluru, before becoming the mission director of Aditya-L1mission. She had played a major role in the successful launch of the Aditya L-1 mission on September 2, 2023, aboard the PSLV-C57 rocket. The mission is aimed to profoundly enhance our understanding of the Sun, including its outermost layer, the corona. The Aditya L-1 mission’s duration is estimated to be approximately 5.2 years, offering an extended period for solar research. Nigar has also worked on different other projects before the Aditya L-1 mission. She has actively worked on the design and development of Indian remote sensing, communication, and interplanetary satellites. She also served as the associate project director for the Indian remote sensing satellite Resourcesat-2A. Ms. Shaji has always emphasized the favorable environment for women scientists at the ISRO. where recognition is based on merit and abilities rather than gender.
Nigar Shaji lives in Bangalore with her mother and daughter.[5][16] Her husband works in Dubai, and her son is a scientist in the Netherlands.[5] Her daughter is a qualified doctor and is studying post graduation.[2]

Nazeem was born in 1993 and was raised in Nagercoil in the Kanniyakumari district of India.[1] Nazeem's father worked at the Treasury Office in Kanyakumari.[3]
EducationNazeem attended St. Joseph’s Convent Higher Secondary School[4] before pursuing a B.E in Electronic and Electrical Engineering at SSN College of Engineering. She later obtained an M.Tech in Power Electronics in SRM University, Chennai.[citation needed]
CareerIn 2006 at age 12, Nazeem was honoured at the Indian Science Congress in Hyderabad for her invention of a drainage system for railways.[5] In 2015, Nazeem was selected for the Entrepreneurship Development Training Programme in the United States.[6] The next year, Nazeem was invited to be a guest speaker at the 103rd Indian Science Conference.[7]

Flameless seal-makerAs a teenager, Nazeem witnessed her father melting lac over an open flame. Upon her realization that this was potentially dangerous, Nazeem sought to create a better way to safely heat lac for sealing. Nazeem invented and patented the flameless seal-maker that heats lac, wax or other seal-making materials using electricity.[13][14] The flameless seal-maker was used at polling booths during the 2011 Assembly polls in Tamil Nadu.[3]
Masha Innovation CenterIn hometown setup Masha Innovation Center, a research laboratory and workshop, the main this for it is providing free hands on training to help the young inventors to make their ideas to reality, through this Innovation Center she bring lot students ideas in to lime light and convert them in to inventors.[16][15]Founder CEO and Chief Innovation Officer of Masha Innovation Centre (MIC), a social service organization that aims to foster inventiveness and creativity among Indian students free of cost. She conducts motivational speeches and has interacted with more than 12 lakh students in over 120 locations, including prestigious institutions like IITs, IIMs, NITs, Indian Science Congress, Ford, CTS, Hyundai, and more. Through MIC, seven students have won prestigious national awards, and many others have received state and district awards.
As a nine-year-old, she took to what she proudly says social invention. “My first innovation was a burglary alarm system which I developed in my fourth grade,” recalls Masha, who comes from a humble background. Her father N Kaja Nazeemudeen is an assistant treasury officer and her mother M Sumaya Begam a homemaker. Since then there was no looking back for her. Her parents allowed her to pursue her passion.
She has a dozen inventions to her credit. The hi-tech train toilet (hygienic drainage disposal system in trains) she designed during her eighth grade in 2005 not only received appreciation from Indian Railways but also won her two national and an international award. Her role model and the then president Dr APJ Abdul Kalam invited her to Rashtrapathi Bhavan and praised her.
A recipient of the President award, she is using her talent to inculcate the scientific spirit and creativity in school students through ‘Masha Innovation Centre’ functioning out of her residence in Nagercoil. Under her guidance, six students have received national-level INSPIRE and IGNITE awards.
Masha’s social pursuit is far from over. She plans to launch a ‘Makerspace’, a concept popular in western countries, in her native district with help from donors at an estimated cost of `10 lakh. “Makerspace is a community centre with tools. Students having passion for science and innovation but do not have accessibility to equipment can make use of it free of cost,” she spells out her future project.

Masha Nazeem is a highly accomplished individual with a remarkable track record in innovation andrecognition. They have successfully designed and developed 14 projects, including one invention that has been patented, with several more awaiting patents. Their exceptional work has been acknowledged with three international awards, two presidents' awards, and five national awards for their innovative projects. In 2016, Masha received the Chief Minister's State Youth Award, and in 2015- 16, they were honored with the National Youth Award for their outstanding efforts in popularizing science among students. Their academic excellence is further highlighted by being a KVPY Scholar, which is a prestigious National Research Fellowship awarded by IISc Bangalore and the Government of India. Masha has an M.Tech in Power Electronics and Drives from SRM University, Chennai and B.E. in Electrical and Electronics Engineering (EEE) from SSN College of Engineering (2010-2014). She has received several trainings such as In-plant training at ISRO, Mahendragiri, Tirunalveli district, TATA Jagriti Yatra, a 15-day national train journey across India to develop entrepreneurial skills, Attended a 10-day entrepreneurial training program at Google, Facebook, and AutoDesk as one of the eight participants from Asia.

Born in Karumbukkadai, Coimbatore, on November 8, 1994, Waseema pursued her education at St. Joseph Matriculation in Coimbatore and later obtained her Bachelor's in Technology from the Government College of Technology. After completing her bachelor's degree in 2016, she married Arif Sheriff the same year. Continuing her academic journey, she pursued a Master's in Technology at Kamaraj College of Engineering and Technology in Madurai, graduating in 2018, and then began her doctoral degree.
In 2018, Waseema and Arif welcomed their son, Eshaan Sheriff, into the world. In 2022, Waseema joined ICMR as a Scientist. The family currently resides in Pondicherry. Waseema's primary goals include establishing translational therapy methods to reduce the morbidity, mortality, and treatment costs associated with vector-borne diseases, aligning with her passion for professional excellence and contributing to public health. Waseema is married to Arif Sheriff, a Design Engineer and Entrepreneur.

Khatija Rahman (born 29 December 1995) is an Indian singer and musician. An advocate for women's freedom and peace, she made her playback debut in the acclaimed 2010 sci-fi action film Enthiran, singing the title track in Tamil, Hindi and Telugu alongside musical legends including her father A. R. Rahman and S. P. Balasubrahmanyam.[4][5][6]
Rahman has also collaborated with Irish band U2 on their 2019 single "Ahimsa", which showcased the power of non-violence. She studied graphic design in Stella Maris College, Chennai, where she used to zealously participate in extracurricular activities. She began rapping on stage during a college festival, where she donned a Hijab and rapped to her own lyrics in which she questioned the people's attitude towards Muslims after September 11 attacks. The press referred to her as "The Burqa Rapper" after the incident.[2] Despite this she now identifies as atheist and has several tattoos.

Concerned by those going hungry on the streets of Chennai, a doctor is doing her bit to try and ensure they find food in a dignified way. Dr Issa Fathima Jasmine recently installed a community fridge outside the Besant Nagar Tennis Club, and it has been helping hundreds of people. Explaining why she started the project, Dr Jasmine told indianexpress.com, “We all have some amount of food left over every day at our homes that get wasted. Initially, I used to give it to a lady sitting outside our home. I soon realised there must be others like her who would be benefited by the food.”
“I often wanted to donate to others but shied away from asking, thinking it might embarrass them. Many might be needy, but they would not require food,” the orthodontist added over the telephone. So, to provide a simple and dignified solution where people can come and take food without out being judged or questioned, she started “the fridge”, funding it from her own pocket. Under the banner of The Public Foundation, Dr Jasmine called the community fridge, ‘Ayyamittu Unn’. In case, you are wondering what it means, it is a one-line poem from the collection Āathichoodi, written by Avvaiyar in Tamil. In English, it translates to “share the food with the needy before you eat”. A beautiful and apt title indeed.

The first women ‘scholars’ of the WAQF board, Amatul Aatifa, 36, and Fathima Muzaffar, 45, from Tamil Nadu, were not only breaking stereotypes, but their appointment had become the much-discussed topic of the day among conservatives. Though, the state board had a woman chairman in 2002, Badar Sayeed, and women members in the following years, but for the first time women had occupied the post under scholar category.
The women scholars say that since their appointment on April 30, the move of the Tamil Nadu Waqf Board has drawn mixed response. “A Qazi questioned my scholarship and used social media to discredit my work. But since I was a preacher on a television network, I received huge support from them and from the Shia Personal Law Board,” says Aatifa.
Muzaffar, a Sunni scholar and member of All India Muslim Personal Law Board, says that she was “bullied” by conservatives and supporters of the Qazis. “They told me that I should have some morals and decline the post,” the Sunni scholar admits. Pointing out that the battle for equality is same for women across communities, Muzaffar says, “It has always been difficult for women to overthrow orthodox order, whether it’s pope or a pujari. Our struggle was similar.”
Vaniyambadi MLA and Minister Waqf Board Dr Nilofer Kafeel played a pivotal role in the appointment. Sifting through many recommendations, she picked Aatifa and Muzaffar in the scholar category.
Recalling her struggle before acquiring the post, Muzaffar says that when she was nominated, a petition was filed questioning how a Qazi can be replaced by a woman.“The Madras High Court made it clear that this development is happening with the assistance of the government provisions and the Central Waqf Tribunal. There is no individual vendetta, but it is part of government order,” Muzaffar recalls. Saying that she is not the kind to back out, the Sunni scholar narrates an incident of her days in Justice Ahmad Basheer College for Women when she was the union head and revived the cultural program after a hiatus of 20 years. “The college management did not think it is apt for having extravaganzas for Women College but I started Charisma in 1991. It still continues,” she says with a smile.
Muzzfar says that her priority would be to ease Waqf properties from encroachment. “If we are able to do that then Waqf will be able to contribute huge revenue to the government, she says, adding that she will also work for having schools and orphanages in every district. Unhappy with the Triple Talaq Bill that introduces criminal punishment in civil matter, the Sunni scholar says that Waqf would look into providing support in such cases. Also have destitute homes.

I originally hail from Krishnagiri, an economically weak district of Tamil Nadu back in the day. My family was an orthodox Muslim family, and I had 6 siblings. My father worked in the revenue department and was the only breadwinner of the family. As I grew, the family was very supportive in all aspects, but there was always male chauvinism that prevailed in the family. The men were always more important than the women and would always get preferential treatment. I disliked it when my mother would often require the permission of my father for everything and had to always ask him even for a single penny. It was then that I took an oath that I will be an independent and empowered woman, and will always take care of myself. It hurts even today when I recall my grandmother who kept insisting that education for women has to be in the kitchen. My own brother used to say “Aan pillai Singam, pen pillai Aasingam”. There were more barriers that were put in front of me when I wanted to pursue my higher education. As I used to excel in the institutions that I had studied in, my father was always supporting me to be the first woman graduate from my native town. But it became difficult after a point because I had to relocate to a different town to pursue my higher education. I knew that my family would oppose me staying in a hostel. It was Allah’s mercy that at the opportune moment, my father was promoted from Tehsildar to Deputy Collector and hence was transferred to the same place where I got the opportunity to do my post graduation. I was also very lucky to have a supportive husband and parents in law, who stood by me as I continued my academic pursuits. I am very grateful to have had such people in my life. But in spite of all this growth, I always think that if not for my hardwork and perseverance, I would not have reached the level that I am at today. Leading a minority women’s institution (Justice Basheer Ahmed Sayeed College for Women) with more than 7000 students is a challenge indeed. I feel humble and grateful that God has raised me and made me be an important instrument in the cause of educating women, especially those from minority backgrounds. I am very grateful to have contributed in my own way towards the success of so many women, and in turn to the success of the community as a whole. Because of such efforts from other’s like me, many young girls that grow up in orthodox and backward environments are breaking barriers and moving forward. They are becoming achievers and are leading the way forward and I hope more such women come forward and champion the cause of minority women and become an inspiration to future generations.

Born in a middle-class orthodox Muslim family in Tamil Nadu, she was passionate about studying and did not lose focus amidst all the struggles her family faced. Apart from curricular activities, she was very curious to explore new things and hence took part in various extracurricular activities and sports. “Earn while you learn” is something that she adopted very early in her life. She started teaching kids in the neighborhood when she was still in her 9th grade. Marriage life and WorkSoon after graduation, she got married to a wonderful human being who went on to become her support system. She gave birth to a baby girl in 2013. She joined Infosys Ltd, Bangalore in 2013 in the role of a Systems Engineer. She worked as developer for a leading UK bank client and received award for her contribution to the project. She was promoted twice and attained the role of a Technology Analyst. After 4 years, she joined State Street, a leading US investment bank as a Senior Associate. At State Street, she worked on a credit risk application, led the team from India and received Quarterly award for successful bug-free delivery of project in constricted timelines.
Pursuing dream MBA from IIMAfter 5+ years of work, she decided to get back to her dream of pursuing MBA from top B-School in India. The journey looked extremely difficult in the beginning. It was a herculean task to prepare for CAT (MBA entrance examination) along with officer work and household responsibilities. In spite of the challenges, she performed well in CAT and secured admission in Indian Institute of Management Calcutta. The B-School journey isn’t bed of roses either – added to the difficulty of MBA curriculum, she had to manage to be back to studies after years of work. Even though it was little tough in the beginning, she worked hard to secure an Institute Rank of 21 among 480 students in her Term-3 MBA examination. She did her summer internship with Uber and worked on a new product line development for the company. She is looking forward to take-up a role of a Product Manager in a leading Tech firm after MBA. She envisions herself pursuing a role in the top leadership team in an Organization, 10 years down the line. In the process of building the expertise, she wants to explore various functions and domains across Geographies to get a multi-dimensional perspective. : Despite her academic path, Ruhi had an undeniable passion for the fashion industry since childhood. She yearned to explore the creative world of fashion, and after completing her undergraduate studies, she embarked on the journey of preparing for government exams while working part-time as a math tutor. During the challenging times of the COVID-19 pandemic, Ruhi got married, and her husband discovered her deep-rooted passion for the fashion field. Encouraged by her husband's unwavering support, she made the bold decision to pursue her dreams and put her exam preparations on hold.
In 2021, Ruhi's vision materialized as she established her own garment business.
